What is a FoSCoS Registration?

Food Safety Compliance System (FoSCoS) is an enhanced version of Food Licensing and Registration System (FLRS) which was launched in 2012 for issuance of pan-India FSSAI Licenses and Registration. It had evolved incrementally and organically with changing regulatory needs. The technology on which it was built was outdated with technical support no longer available. Over years users complained of slow speed of FLRS and software experts resisted new changes on FLRS thus impeding any further improvement, expansion and innovation in the licensing system. Thus the migration from FLRS to FoSCoS was imperative

Section 31 of The Food Safety And Standards Act, 2006 provides for Licensing and registration of food business. Before starting a Food Business, every person is required to register itself or obtain the State or Central License under the FSSAI. The applicable regulation is the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulation, 2011.

Who is required to take FoSCoS Registration?

Any Food Business Operator (FBO) engaged in activities related to any stage of food-related business needs to apply for registration/ licence based on its eligibility criteria on the online portal named FoSCoS. It is a mandatory requirement under Food Safety And Standards Act, 2006. Following activities relating to Food Business is Covered under FSSAI.

Types of FoSCoS Regstration
  • FoSCoS registration:
    basic food license issued for small businesses with a turnover of less than 12 Lakh INR approximately.
  • State Licence:
    Organizations with profits greater than 12 lakhs and fewer than 20 Crores
  • The Central License:
    issued to bigger businesses supplies food to government offices and departments. Trades with a turnover of more than Rs. 20 Crores. Food import and export commerce.
  • Hotels (3-star rating and above):
    It is mandatory to get a state license irrespective of the annual turnover.

Documents of Individuals (Proprietor/Partner/Director)
  • Copy of Pan Card (As Identity Proof)
  • Copy of any one i.e Aadhar Card, Voter ID, Passport and Driving License (As Address Proof)
  • Colour Photograph (Scan Copy)
  • Mobile Number and Email ID for OTP.
  • List of Food Products
Documents for Registered Address
If Property is owned by any Proprietor/Partner/ Director or his relative
  • Copy of Sale Deed of the Property
  • Copy of any one utility bill i.e. Electricity/Telephone/Gas/Water/Mobile
  • NOC from the Owner (Taxhub will provide a draft copy)
If property is taken on Rent:-
  • Copy of Rent Agreement
  • Copy of any one utility bill i.e. Electricity/Telephone/Gas/Water/Mobile
  • NOC from the landlord (Taxhub will provide a draft copy)
(If the Business is carried on at the address mentioned in the Photo ID Card Like Aadhar, Voter Id etc then no proof of address of business is required)
